- Westar Energy, Emporia Energy Center, Emporia, Kansas
Sega Inc. provided oversight to obtain an air permit for a new 600-MW simple-cycle combustion turbine facility adjacent to an existing substation site. The project included the oversight of the PSD permitting process, performing the BACT analysis and review of the modeling and application preparation performed by another consulting firm. The project also included negotiations with applicable state and EPA agencies.

Sega Inc. provided the oversight to obtain an air permit for a new simple-cycle combustion turbine unit at an existing power generation site. Sega Inc. provided air permit compliance services throughout start-up and initial operation, including obtaining approval to use Low Mass Emitting (LME) alternative methodology for an acid rain applicable unit, completion of new acid rain unit permit application and designated representative forms, assistance in selecting and overseeing a stack testing firm, and compliance with notification, monitoring, record keeping, and reporting requirements for the new combustion turbine MACT requirements.

Sega Inc. provided senior level air permitting support and advisory services required for a simple-cycle combustion turbine addition at an existing power generating station. The project included the oversight of the PSD permitting process including BACT analysis, modeling, application preparation, and negotiations with applicable local, state, and EPA agencies.

Sega Inc. provided senior level support in assessing and preparing a PSD permit application for a NOx reduction project undertaken at Jeffrey Energy Center, Unit 3. Sega Inc. performed net emission change analysis and prepared a BACT analysis applicable for the increase in CO emissions resulting from the project. Prepared responses to EPA and state air agency comments and assisted through final permit issuance.

Sega Inc. provided full scope air permitting services associated with the replacement of five existing boilers with four new boilers. This project included netting analysis to avoid PSD review, interaction with engineering design regarding emission/operational limits, preparation of air permit application, meeting with air agency, and review of draft permit.

Sega Inc. performed an applicability determination to assess whether a capital project at the Jeffrey Energy Center would trigger air permitting requirements under New Source Review and New Source Performance Standards. Sega Inc. provided a letter for Westar to use in requesting approval from the KDHE.

Sega Inc. provided senior level air permitting support and advisory services required for a potential combined heat and power combustion turbine addition at an existing steam and electric plant at an industrial facility. Sega Inc. performed an emissions netting analysis to determine the conditions required for netting out of PSD review for the modification.
