- Independence Power & Light, Blue Valley Station and Missouri City Station, Independence, Missouri
Sega Inc. developed a plan for compliance with the MACT requirements applicable to industrial boilers (40 CFR 63 Subpart DDDDD). The plan is for two existing coal-fired units at the Missouri City station and two coal-fired units at the Blue Valley station. Plan includes listing of requirements, compliance determinations based on an assessment of past fuel analyses, schedule for activities for compliance, and compliance cost estimates. Overseeing compliance testing coordination with agencies, and development of required submittals. Teamed with Air Hygiene International as the stack tester (sub contractor to Sega Inc.).
- City of Ames, Iowa, Gas Turbine 2 (GT2), Ames, Iowa
Sega Inc. provided oversight to obtain an air permit for a new, oil-fired simple-cycle combustion turbine unit at an existing power generation site. The new unit was subject to the CTG MACT rule for oil-fired CTGs. Services included identification of MACT emission level compliance requirements, selection of appropriate emission controls (oxidation catalyst), specification of appropriate monitoring (catalyst temperature), selection and oversight of stack testing firm for formaldehyde, and incorporation of compliance monitoring requirements in the owner’s DAHS. Sega Inc. also provided oversight of compliance with notification, monitoring, record keeping, and reporting requirements. MACT compliance services were provided as part of overall air permit compliance services throughout start-up and initial operation, including obtaining approval to use Low Mass Emitting (LME) alternative methodology for an acid rain applicable unit, completion of new acid rain unit permit application and designated representative forms, and assistance in selecting and overseeing a stack testing firm.
- Kansas City, Kansas Board of Public Utilities, Nearman Creek Power Station, Kansas City, Kansas
Sega Inc. provided senior level air permitting support and advisory services required for a simple-cycle combustion turbine addition. Services included the identification of MACT requirements for the new CTG unit and a new emergency black start diesel engine generator. The CTG was not subject to MACT requirements as a result of the delisting of gas fired turbines. The emergency generator has no emission limitations as a result of its emergency classification. MACT compliance services were provided as part of overall air permitting services including the oversight of the PSD permitting processes of BACT analysis, modeling, application preparation, and negotiations with applicable local, state, and EPA agencies.
- Spirit AeroSystems, Wichita, Kansas
Sega Inc. provided full scope air permitting services associated with the replacement of five existing boilers with four new boilers. Services included identification of MACT emission level compliance requirements (work practice limit for CO) and specification of appropriate monitoring. Also provided oversight of compliance with notification, monitoring, record keeping, and reporting requirements. MACT compliance services were provided as part of overall air permit compliance services including netting analysis to avoid PSD review, interaction with engineering design regarding emission/operational limits, preparation of air permit application, meeting with air agency, and review of draft permit.

Sega Inc. provided senior level air permitting support and advisory services required for a potential combined heat and power combustion turbine addition at an existing steam and electric plant at an industrial facility. Services included the review of current MACT rules, identification of potential MACT emission limits and other monitoring, notification, testing, and reporting requirements. Project was performed after final rule published but prior to delisting of gas fired CTG units.
